Update from the Program Management Office

After 18 years of dedicated service, Dave Hamill has retired from HL7. During his time at HL7, Dave played a key role in establishing the organization’s project office and developing the processes for managing government cooperative agreements and contracts—efforts that have had a lasting impact.

As Dave shifts his focus to more time on the golf course and a growing list of home projects, HL7 staff extend our sincere appreciation for his many contributions and years of committed service. We will miss him.

Introducing HL7’s New Program Management Office

As part of HL7’s continued focus on operational excellence, the former Project Management Office has been restructured into the new Program Management Office, now led by Becca Parsons, PMP. Joining her are Anne Wizauer and Lynn Laakso, whose deep institutional knowledge and longstanding contributions have been instrumental in shaping HL7’s project and program management efforts.

ā€œIn this first year, our priority is building a strong foundation by clearly documenting our processes and identifying opportunities for continuous improvement,ā€ said Becca Parsons. ā€œOur goal is to create a program management culture that supports HL7’s mission and helps our teams succeed.ā€

The Program Management Office will focus on refining internal practices and delivering strategic value through improved planning, coordination, and process optimization.

Highlighting HL7’s Government Cooperative Agreement: C-CDA and FHIR Maturation Grant

HL7 is currently in year three of a five-year Government Cooperative Agreement focused on C-CDA and FHIR maturation, funded at $1.5 million per year. This grant plays a vital role in supporting HL7’s standards development and balloting cycles, while also advancing critical infrastructure such as the FHIR build environment and implementation guide (IG) publishing tools. It also provides ongoing support for maintaining and enhancing the Unified Terminology Governance (UTG) platform and related terminology services. Key projects under this agreement in FY25 include efforts to align CDA and FHIR standards, publication of SMART Health Links, and educational initiatives such as the C-CDA Authors Bootcamp and C-CDA Implementation-a-thons, among others. These activities help ensure HL7 continues to provide robust, interoperable health data standards to meet the evolving needs of the healthcare ecosystem.

COVID-19 Contract: Accelerating Standards Development for the US Realm

In addition to the cooperative agreement, HL7 is in the final year of its government contract titled COVID-19 Support for Accelerating Standards Development for the US Realm. Over the past four years, this contract has played a critical role in aligning U.S. Core Data for Interoperability (USCDI) regulations with the HL7 US Realm FHIR standard. The work under this contract has significantly enhanced the speed and precision with which regulatory requirements are reflected in HL7 standards, supporting more agile and coordinated healthcare responses and improving overall interoperability across the healthcare landscape.
